In their presentation the authors analyse the nature of the ‘reciprocity between narrative and ethics’. In each case study the authors make an effort to come to terms with the need for a judgement as well as a critical understanding of the interventions. We assume no fit between the two, however. The case studies all acknowledge ‘uncertainty’ when dealing with empirical data as well as with a search for moral views. Each author offers specific suggestions for charting the territory of development as a political and moral engagement.

Yet Mosse does not stop there. It would be too easy to add yet another case to the long list of so-called failed interventions. Instead he presents a line of argument to the contrary: the project has not failed; it is only fallible parameters that make it appear so. Why? Mosse argues that ‘success’ or ‘failure’ are not the only modes of arriving at a judgement. He clarifies the inherent ambiguity of the project ‘data’ by distinguishing the project as a system of representations, as well as an operational practice.
